Bush solving global warming?

I found the above cartoon in Maxim and I had to share it.
So, it appears our president has a handle on climate change after all. In an interview with People Magazine about his 60th birthday, Bush had this to say about global warming:
People: Do you think Gore is right on global warming?
Bush: I think we have a problem on global warming. I think there is a debate about whether it's caused by mankind or whether it's caused naturally, but it's a worthy debate. It's a debate, actually, that I'm in the process of solving by advancing new technologies, burning coal cleanly in electric plants, or promoting hydrogen-powered automobiles, or advancing ethanol as an alternative to gasoline.

I laughed for about 20 minutes when I read the above 'graph.
Again, this is a typical Bush tactic - he believes merely proposing some ideas, without making hard choices (much less explaining how they will be funded), is solving a problem. I would expect that the president would realize by now that solving important problems involves just a little more than throwing out a few ideas in a speech.
